AV Tower was a joint project of Young In Hong(artist) and Suk Yeon Yoo(architect), which aimed to read and explore in a positive perspective the way in which what once symbolized economic development of the earlier times(from 1951 till 1970s) can be transformed into a venue for creative culture. The project refers to the announcement of a plan in 2004 to redevelop the Dangin-ri power station, Mapo-gu, Seoul into the Dangin-ri Culture Plant. Although the construction work was scheduled for 2012-2014, the Government subsequently withdrew the plan and initially made no further public announcements about its progress. This failure on the part of the State became the starting point for the AV Tower project.

The project was to be proposed to the Ministry of Culture and Tourism before the commencement of the redevelopment of the Culture Plant in 2012. Prior to that, AV Tower project created publicity about the Plant, with performances intended to attract audience participation; posters were pasted up in the neighbourhood seeking the agreement of the residents, and visitors were asked to take a photograph of themselves in a photo booth in the gallery, in order to indicate their approval.

AV Tower included four different branch projects; a photo booth(02), posting posters on the street(03), the installation of sign board at Dang-in-ri power station(04) and the construction of a scale model of the power station(01).

AV Tower aimed to function as a continuing, open and participatory activity, rather than a temporary site-specific event, by way of creating empathy towards the project and the regeneration plans for the area, not only within the art world, but also amongst the local residents and the general public.
